June 07, 2012 - Also related to AB1712 - in the past month or so there was a slew of coverage about an unintended consequence of the phased in implementation of AB12 - namely, the so called "bubble kid" phenomenon, which could interrupt services for youth who turn 19 in 2012 and 20 in 2013. While the coverage undoubtedly assisted in building a fix into AB1712 and moving the bill through the Legislature, it also had an unintended consequence - to obscure or even devalue all the hard and heroic work being done to support youth, since way way before AB12. Over in Contra Costa County, the record has now been set straight.
