Next FYA Meeting: TOMORROW

The next FYA membership meeting will be held tomorrow, Friday, January 16th, from 9:30 to 11:30, at the NEW ILSP classroom located at 675 Hegenberger Road, Suite 100, Oakland. We will be joined by the youth of YAP (Alameda County Youth Adult Partnership) who will present a panel discussion on extending foster care to age 21.

THP-Plus Update

From the John Burton Foundation THP-Plus Update:

Governor’s Proposed Budget for FY 2009-10: THP-Plus Holds Steady

On Friday, Governor Schwarzenegger released details for his proposed budget for Fiscal Year (FY) 2009-10. The proposed THP-Plus budget holds steady at $40.8 million.

The Governor and legislature will continue to meet to address the state’s $41.6 billion budget deficit, which the Governor is proposing to address through a combination of tax increases and spending cuts.

Although the Governor’s proposed budget includes no direct cuts to foster care funding, it does include a number of cuts to other human services, including children’s mental health care and child care services.

Personal Finance Guides for Foster Youth

The Casey Foundation and the National Endowment for Financial Education jointly published this series of guidebooks expressly for use by foster children and teens to educate them about personal finance and empower them to make sound decisions about reaching their future goals. They were developed after speaking with foster parents, youth counselors, social workers, and other foster care professionals. The guidebooks include: I Know Where I’m Going (But Will My Cash Keep Up?): Part One and Two; Money Pals: Being Cool with Cash, Part One and Two; and, Caregiver’s Handbook for Money Pals: “Being Cool with Cash” and “I Know Where I’m Going (But Will My Cash Keep Up?)”.

Juvenile Justice Reform

Center for Juvenile Justice Reform (CJJR) Certificate Programs Open for Applications

The Center for Juvenile Justice Reform at Georgetown University’s Public Policy Institute launched its 2009 Certificate Programs, which will be offered in Washington, DC. The two Certificate Programs, one designed for individuals and one for multi-system jurisdictional teams, seek to advance cross systems work to improve outcomes for youth involved in the juvenile justice and child welfare systems. Through the generous support of Casey Family Programs and the John D. and Catherine T. MacArthur Foundation, the programs provide participating jurisdictions with expert guidance and professional resources to support their work across the juvenile justice, child welfare, education, and related systems of care. Current and future public agency leaders at State, local and tribal levels within juvenile justice and related systems of care who are interested in and committed to cross systems efforts are encouraged to apply. In particular, directors and senior staff from juvenile probation and corrections, child welfare, education, substance abuse and mental health agencies; family court judges; prosecutors or public defenders; as well as political leaders, senior staff and representatives from governor’s offices, county commissions, city councils and State legislatures would benefit from this program. The Certificate Program for Individuals will take place June 12-18, 2009; applications for this program are due March 2, 2009. The Certificate Program for Teams/Breakthrough Series Collaborative will take place July 24-29, 2009; applications for this program are due March 23, 2009.
